A Defiant Iran Vows to Build Nuclear Plants

WASHINGTON — Iran angrily refused Sunday to comply with a demand by the United Nations nuclear agency to cease work on a once-secret nuclear fuel enrichment plant, and escalated the confrontation by declaring it would construct 10 more such plants.


The response to the demand came as Iran’s president, Mahmoud Ahmadinejad, said his cabinet would also order a study of what it would take for Iran to further enrich its existing stockpile of nuclear fuel for use in a medical reactor — rather than rely on Russia or another nation, as agreed to in an earlier tentative deal.

It is unclear how long it would take Iran to enrich the fuel to the levels needed for the medical reactor, or whether it has the technology to fabricate that fuel into a form that could be put into the reactor. But the declaration appeared intended to convince the West that Iran was prepared to move closer to bomb-grade quality, while stopping short of crossing that threshold.

Even if Iran proceeded with a plan to build 10 enrichment plants, it is doubtful Iran could execute that plan for years, maybe decades. But the announcement drew immediate condemnation from the White House, which hoped Iran’s defiant tone would help persuade Russia and China that imposing harsh sanctions was justified.

Both countries, historically opposed to sanctions, had voted in favor of a resolution by the International Atomic Energy Agency, the United Nations nuclear watchdog, demanding that Iran stop work on a formerly secret enrichment plant. By refusing to accept that resolution, one senior administration official said, “Ahmadinejad may be doing more to assemble a sanctions coalition than we could do in months of work.”

The White House spokesman, Robert Gibbs, said of Iran’s declaration: “If true, this would be yet another serious violation of Iran’s clear obligations under multiple U.N. Security Council resolutions, and another example of Iran choosing to isolate itself.”

According to Iranian state television, Mr. Ahmadinejad’s cabinet voted to begin construction at five new sites designated for uranium enrichment plants — it did not specify where — and to determine locations for another five in the next few months.

In Europe, diplomats called the Iranian plan for a giant expansion of enrichment closer to a national aspiration than an imminent threat. Iran’s main enrichment facility, at Natanz, began early this decade and today the country has installed fewer than a tenth of the 50,000 centrifuges it is designed to handle. A second, once-secret plant — revealed two months ago — has been under construction for more than three years, and it is still at least a year from completion.

“It’s preposterous,” a diplomat in Vienna who collaborates with the International Atomic Energy Agency said of the plan for the 10 plants. The diplomat added: “It would be way, way more than they need no matter what their nuclear aspirations.” He noted that the United States had just one enrichment plant, in Paducah, Ky.

But the threat appeared to represent Iran’s decision to find a way to strike back politically at the West for the Security Council’s three resolutions demanding that it stop all enrichment activity. The atomic agency’s board built on those Security Council resolutions on Friday, when it demanded that Iran halt work on building its second enrichment plant. It was the first time the agency had told Iran to halt construction of a plant.

What American and atomic agency officials fear is that the steady drumbeat of defiant declarations from Iran could lead to the one act that would truly touch off a crisis: Iran’s withdrawal from the Nuclear Nonproliferation Treaty. That would terminate the already limited presence of the West’s atomic inspectors in Iran. North Korea took that step in early 2003, and soon produced the fuel for eight or more nuclear weapons; it has since tested two.

More than 200 members of the Iranian Parliament signed a letter on Sunday, according to Iranian press accounts, urging that the atomic agency’s presence in Iran be further restricted, and individual political leaders have called for withdrawal from the nonproliferation treaty.

But Iran may be hesitant to follow North Korea’s lead. Such a declaration would signal to the world that Iran was heading for “nuclear breakout,” a rush to produce a bomb. It also would almost certainly build pressure for sanctions, and could lead to pre-emptive military action by Israel. “You have to think,” one of President Obama’s top national security advisers said recently, “that they would think twice before denouncing their treaty obligations.”

Instead, the speaker of Iran’s Parliament, Ali Larijani warned Sunday that Iran’s cooperation with the agency could “seriously decrease” in the near future.

Tehran says its nuclear program is peaceful, and to date has enriched uranium to a relatively low grade, consistent with making fuel for a civilian nuclear power plant. But so far, there are no civilian nuclear plants under construction to receive that fuel; the two plants Iran is getting ready to open, at Bushehr, receive fuel from Russia. The absence of civilian reactors is one reason Western analysts suspect that Iran’s real intentions are to make atom bombs.

Iran has long talked of building as many as 19 more nuclear plants in addition to the complex at Bushehr. In the past, the plan for a total of 20 power plants resulted in a large gap between Iran’s declared ambitions and its envisioned needs for enrichment, and Sunday’s announcement sought to end that contradiction, at least in theory.

Western nuclear experts said that taking the declaration of the 10-plant goal at face value was akin to believing in the tooth fairy. “They’re hyping it,” said David Albright, president of the Institute for Science and International Security, a private group in Washington that tracks nuclear proliferation. “They couldn’t build that number of centrifuges. They don’t have the infrastructure.” Mr. Albright added that Iran’s supplies of uranium were dwindling, casting more doubt on the vastly expanded commercial fuel goal. The result, he said, is that the new push for enrichment will probably end up producing “one small plant somewhere that they’re not going to tell us about” and be military in nature.

Afghans Detail Detention in ‘Black Jail’ at U.S. Base

KABUL, Afghanistan — An American military detention camp in Afghanistan is still holding inmates, sometimes for weeks at a time, without access to the International Committee of the Red Cross, according to human rights researchers and former detainees held at the site on the Bagram Air Base.

The site, known to detainees as the black jail, consists of individual windowless concrete cells, each illuminated by a single light bulb glowing 24 hours a day. In interviews, former detainees said that their only human contact was at twice-daily interrogation sessions.

“The black jail was the most dangerous and fearful place,” said Hamidullah, a spare-parts dealer in Kandahar who said he was detained there in June. “They don’t let the I.C.R.C. officials or any other civilians see or communicate with the people they keep there. Because I did not know what time it was, I did not know when to pray.”

The jail’s operation highlights a tension between President Obama’s goal to improve detention conditions that had drawn condemnation under the Bush administration and his stated desire to give military commanders leeway to operate. While Mr. Obama signed an order to eliminate so-called black sites run by the Central Intelligence Agency in January, it did not also close this jail, which is run by military Special Operations forces.

Military officials said as recently as this summer that the Afghanistan jail and another like it at the Balad Air Base in Iraq were being used to interrogate high-value detainees. And officials said recently that there were no plans to close the jails.

In August, the administration restricted the time that detainees could be held at the military jails to two weeks, changing previous Pentagon policy. In the past, the military could obtain extensions.

The interviewed detainees had been held longer, but before the new policy went into effect. Mr. Hamidullah, who, like some Afghans, uses only one name, was released in October after five and half months in detention, five to six weeks of it in the black jail, he said.

Although his and other detainees’ accounts could not be independently corroborated, each was interviewed separately and described similar conditions. Their descriptions also matched those obtained by two human rights workers who had interviewed other former detainees at the site.

While two of the detainees were captured before the Obama administration took office, one was captured in June of this year.

All three detainees were later released without charges. None said they had been tortured, though they said they heard sounds of abuse going on and certainly felt humiliated and roughly used. “They beat up other people in the black jail, but not me,” Hamidullah said. “But the problem was that they didn’t let me sleep. There was shouting noise so you couldn’t sleep."

Others, however, have given accounts of abuse at the site, including two Afghan teenagers who told The Washington Post that they had been subjected to beatings and humiliation by American guards.

A Defense Department spokesman, Bryan Whitman, said Saturday that the military routinely sought to verify allegations of detainee abuse, and that it was looking into whether the two Afghan teenagers who spoke to The Post had been detained.

Without commenting specifically on the site at Bagram, which is still considered classified, Mr. Whitman said that the Pentagon’s policy required that all detainees in American custody in Afghanistan be treated humanely and according to United States and international law.

All three former detainees interviewed by The New York Times complained of being held for months after the intensive interrogations were over without being told why. One detainee said he remained at the Bagram prison complex for two years and four months; another was held for 10 months total.

Human rights officials said the existence of a jail where prisoners were denied contact with the Red Cross or their families contradicted the Obama administration’s drive to improve detention conditions.

“Holding people in what appears to be incommunicado detention runs against the grain of the administration’s commitment to greater transparency, accountability, and respect for the dignity of Afghans,” said Jonathan Horowitz, a human rights researcher with the Open Society Institute.

Mr. Horowitz said he understood that “the necessities of war requires the U.S. to detain people, but there are limits to how to detain.”

The black jail is separate from the larger Bagram detention center, which now holds about 700 detainees, mostly in cages accommodating about 20 men apiece, and which had become notorious to the Afghan public as a symbol of abuse. That center will be closed by early next year and the detainees moved to a new larger detention site as part of the administration’s effort to improve conditions at Bagram.

The former detainees interviewed by The Times said they were held at the site for 35 to 40 days. All three were sent there upon arriving at Bagram and eventually transferred to the larger detention center on the base, which allows access to the Red Cross. The three were hooded and handcuffed when they were taken for questioning at the black jail so they did not know where they were or anything about other detainees, they said.

You might think, then, that doing something about the employment situation would be a top policy priority. But now that total financial collapse has been averted, all the urgency seems to have vanished from policy discussion, replaced by a strange passivity. There’s a pervasive sense in Washington that nothing more can or should be done, that we should just wait for the economic recovery to trickle down to workers.

This is wrong and unacceptable.

Yes, the recession is probably over in a technical sense, but that doesn’t mean that full employment is just around the corner. Historically, financial crises have typically been followed not just by severe recessions but by anemic recoveries; it’s usually years before unemployment declines to anything like normal levels. And all indications are that the aftermath of the latest financial crisis is following the usual script. The Federal Reserve, for example, expects unemployment, currently 10.2 percent, to stay above 8 percent — a number that would have been considered disastrous not long ago — until sometime in 2012.

And the damage from sustained high unemployment will last much longer. The long-term unemployed can lose their skills, and even when the economy recovers they tend to have difficulty finding a job, because they’re regarded as poor risks by potential employers. Meanwhile, students who graduate into a poor labor market start their careers at a huge disadvantage — and pay a price in lower earnings for their whole working lives. Failure to act on unemployment isn’t just cruel, it’s short-sighted.

So it’s time for an emergency jobs program.

How is a jobs program different from a second stimulus? It’s a matter of priorities. The 2009 Obama stimulus bill was focused on restoring economic growth. It was, in effect, based on the belief that if you build G.D.P., the jobs will come. That strategy might have worked if the stimulus had been big enough — but it wasn’t. And as a matter of political reality, it’s hard to see how the administration could pass a second stimulus big enough to make up for the original shortfall.

So our best hope now is for a somewhat cheaper program that generates more jobs for the buck. Such a program should shy away from measures, like general tax cuts, that at best lead only indirectly to job creation, with many possible disconnects along the way. Instead, it should consist of measures that more or less directly save or add jobs.

One such measure would be another round of aid to beleaguered state and local governments, which have seen their tax receipts plunge and which, unlike the federal government, can’t borrow to cover a temporary shortfall. More aid would help avoid both a drastic worsening of public services (especially education) and the elimination of hundreds of thousands of jobs.

Meanwhile, the federal government could provide jobs by ... providing jobs. It’s time for at least a small-scale version of the New Deal’s Works Progress Administration, one that would offer relatively low-paying (but much better than nothing) public-service employment. There would be accusations that the government was creating make-work jobs, but the W.P.A. left many solid achievements in its wake. And the key point is that direct public employment can create a lot of jobs at relatively low cost. In a proposal to be released today, the Economic Policy Institute, a progressive think tank, argues that spending $40 billion a year for three years on public-service employment would create a million jobs, which sounds about right.

Finally, we can offer businesses direct incentives for employment. It’s probably too late for a job-conserving program, like the highly successful subsidy Germany offered to employers who maintained their work forces. But employers could be encouraged to add workers as the economy expands. The Economic Policy Institute proposes a tax credit for employers who increase their payrolls, which is certainly worth trying.

All of this would cost money, probably several hundred billion dollars, and raise the budget deficit in the short run. But this has to be weighed against the high cost of inaction in the face of a social and economic emergency.

Later this week, President Obama will hold a “jobs summit.” Most of the people I talk to are cynical about the event, and expect the administration to offer no more than symbolic gestures. But it doesn’t have to be that way. Yes, we can create more jobs — and yes, we should.

America vs. The Narrative

What should we make of Maj. Nidal Malik Hasan, who apparently killed 13 innocent people at Fort Hood?

Here’s my take: Major Hasan may have been mentally unbalanced — I assume anyone who shoots up innocent people is. But the more you read about his support for Muslim suicide bombers, about how he showed up at a public-health seminar with a PowerPoint presentation titled “Why the War on Terror Is a War on Islam,” and about his contacts with Anwar al-Awlaki, a Yemeni cleric famous for using the Web to support jihadist violence against America — the more it seems that Major Hasan was just another angry jihadist spurred to action by “The Narrative.”

What is scary is that even though he was born, raised and educated in America, The Narrative still got to him.

The Narrative is the cocktail of half-truths, propaganda and outright lies about America that have taken hold in the Arab-Muslim world since 9/11. Propagated by jihadist Web sites, mosque preachers, Arab intellectuals, satellite news stations and books — and tacitly endorsed by some Arab regimes — this narrative posits that America has declared war on Islam, as part of a grand “American-Crusader-Zionist conspiracy” to keep Muslims down.

Yes, after two decades in which U.S. foreign policy has been largely dedicated to rescuing Muslims or trying to help free them from tyranny — in Bosnia, Darfur, Kuwait, Somalia, Lebanon, Kurdistan, post-earthquake Pakistan, post-tsunami Indonesia, Iraq and Afghanistan — a narrative that says America is dedicated to keeping Muslims down is thriving.

Although most of the Muslims being killed today are being killed by jihadist suicide bombers in Pakistan, Iraq, Afghanistan and Indonesia, you’d never know it from listening to their world. The dominant narrative there is that 9/11 was a kind of fraud: America’s unprovoked onslaught on Islam is the real story, and the Muslims are the real victims — of U.S. perfidy.

Have no doubt: we punched a fist into the Arab/Muslim world after 9/11, partly to send a message of deterrence, but primarily to destroy two tyrannical regimes — the Taliban and the Baathists — and to work with Afghans and Iraqis to build a different kind of politics. In the process, we did some stupid and bad things. But for every Abu Ghraib, our soldiers and diplomats perpetrated a million acts of kindness aimed at giving Arabs and Muslims a better chance to succeed with modernity and to elect their own leaders.

The Narrative was concocted by jihadists to obscure that.

It’s working. As a Jordanian-born counterterrorism expert, who asked to remain anonymous, said to me: “This narrative is now omnipresent in Arab and Muslim communities in the region and in migrant communities around the world. These communities are bombarded with this narrative in huge doses and on a daily basis. [It says] the West, and right now mostly the U.S. and Israel, is single-handedly and completely responsible for all the grievances of the Arab and the Muslim worlds. Ironically, the vast majority of the media outlets targeting these communities are Arab-government owned — mostly from the Gulf.”

This narrative suits Arab governments. It allows them to deflect onto America all of their people’s grievances over why their countries are falling behind. And it suits Al Qaeda, which doesn’t need much organization anymore — just push out The Narrative over the Web and satellite TV, let it heat up humiliated, frustrated or socially alienated Muslim males, and one or two will open fire on their own. “Liberal Arabs like me are as angry as a terrorist and as determined to change the status quo,” said my Jordanian friend. The only difference “is that while we choose education, knowledge and success to bring about change, a terrorist, having bought into the narrative, has a sense of powerlessness and helplessness, which are inculcated in us from childhood, that lead him to believe that there is only one way, and that is violence.”

What to do? Many Arab Muslims know that what ails their societies is more than the West, and that The Narrative is just an escape from looking honestly at themselves. But none of their leaders dare or care to open that discussion. In his Cairo speech last June, President Obama effectively built a connection with the Muslim mainstream. Maybe he could spark the debate by asking that same audience this question:

“Whenever something like Fort Hood happens you say, ‘This is not Islam.’ I believe that. But you keep telling us what Islam isn’t. You need to tell us what it is and show us how its positive interpretations are being promoted in your schools and mosques. If this is not Islam, then why is it that a million Muslims will pour into the streets to protest Danish cartoons of the Prophet Muhammad, but not one will take to the streets to protest Muslim suicide bombers who blow up other Muslims, real people, created in the image of God? You need to explain that to us — and to yourselves.”

Food Stamp Use Soars, and Stigma Fades

MARTINSVILLE, Ohio — With food stamp use at record highs and climbing every month, a program once scorned as a failed welfare scheme now helps feed one in eight Americans and one in four children.

It has grown so rapidly in places so diverse that it is becoming nearly as ordinary as the groceries it buys. More than 36 million people use inconspicuous plastic cards for staples like milk, bread and cheese, swiping them at counters in blighted cities and in suburbs pocked with foreclosure signs.

Virtually all have incomes near or below the federal poverty line, but their eclectic ranks testify to the range of people struggling with basic needs. They include single mothers and married couples, the newly jobless and the chronically poor, longtime recipients of welfare checks and workers whose reduced hours or slender wages leave pantries bare.

While the numbers have soared during the recession, the path was cleared in better times when the Bush administration led a campaign to erase the program’s stigma, calling food stamps “nutritional aid” instead of welfare, and made it easier to apply. That bipartisan effort capped an extraordinary reversal from the 1990s, when some conservatives tried to abolish the program, Congress enacted large cuts and bureaucratic hurdles chased many needy people away.

From the ailing resorts of the Florida Keys to Alaskan villages along the Bering Sea, the program is now expanding at a pace of about 20,000 people a day.

There are 239 counties in the United States where at least a quarter of the population receives food stamps, according to an analysis of local data collected by The New York Times.

The counties are as big as the Bronx and Philadelphia and as small as Owsley County in Kentucky, a patch of Appalachian distress where half of the 4,600 residents receive food stamps.

In more than 750 counties, the program helps feed one in three blacks. In more than 800 counties, it helps feed one in three children. In the Mississippi River cities of St. Louis, Memphis and New Orleans, half of the children or more receive food stamps. Even in Peoria, Ill. — Everytown, U.S.A. — nearly 40 percent of children receive aid.

While use is greatest where poverty runs deep, the growth has been especially swift in once-prosperous places hit by the housing bust. There are about 50 small counties and a dozen sizable ones where the rolls have doubled in the last two years. In another 205 counties, they have risen by at least two-thirds. These places with soaring rolls include populous Riverside County, Calif., most of greater Phoenix and Las Vegas, a ring of affluent Atlanta suburbs, and a 150-mile stretch of southwest Florida from Bradenton to the Everglades.

Although the program is growing at a record rate, the federal official who oversees it would like it to grow even faster.

“I think the response of the program has been tremendous,” said Kevin Concannon, an under secretary of agriculture, “but we’re mindful that there are another 15, 16 million who could benefit.”

Nationwide, food stamps reach about two-thirds of those eligible, with rates ranging from an estimated 50 percent in California to 98 percent in Missouri. Mr. Concannon urged lagging states to do more to enroll the needy, citing a recent government report that found a sharp rise in Americans with inconsistent access to adequate food.

“This is the most urgent time for our feeding programs in our lifetime, with the exception of the Depression,” he said. “It’s time for us to face up to the fact that in this country of plenty, there are hungry people.”

The program’s growing reach can be seen in a corner of southwestern Ohio where red state politics reign and blue-collar workers have often called food stamps a sign of laziness. But unemployment has soared, and food stamp use in a six-county area outside Cincinnati has risen more than 50 percent.

With most of his co-workers laid off, Greg Dawson, a third-generation electrician in rural Martinsville, considers himself lucky to still have a job. He works the night shift for a contracting firm, installing freezer lights in a chain of grocery stores. But when his overtime income vanished and his expenses went up, Mr. Dawson started skimping on meals to feed his wife and five children.
